General Peay Breaks His Silence as Lanier's Allegations Rock VMI Board

A recent letter by former Virginia Military Institute(VMI) Board of Visitors (BOV) member E. Sean Lanier '94 has sent shockwaves through the VMI community, leveling personal and institutional accusations against current board members and leadership. In a rare move, retired General J.H. Binford Peay III '62, former VMI Superintendent, publicly responded, defending his former Chief of Staff and denouncing Lanier's claims as false. Lanier's public letter, posted to the BOV website, raised questions about the integrity and competence of current BOV members, COL (Ret.) Jamie Inman '86, Jonathan Hartsock '00, and Stephen Reardon '84. He accused Inman of being removed from his position as Chief of Staff under the previous administration "...for insubordination involving the delivery of sensitive materials to then-BOV President Bill Boland '73." In this case, the "prior administration" implies it was that of Gen. Binford Peay '62 and not the current administration led by Maj. Gen. Wins. Lanier further alleged that Hartsock "...departed [VMI] under less than favorable circumstances," and questioned whether Reardon had the experience to make high-stakes decisions on matters such as renewing the superintendent's contract. While Lanier claimed his criticisms stemmed from loyalty to the Institute, the highly personal tone and lack of supporting evidence suggest otherwise. Lanier's claim that Peay dismissed Inman served as the tipping point. Gen. Peay responded swiftly and unequivocally: "Jamie Inman was never removed from his role as Chief of Staff under my administration. Col (Ret.) Inman served me and VMI for over a decade, and his performance was superlative. This is just another case of disinformation." Peay's statement—his first public remarks since resigning in 2020—discredits one of the most serious allegations in Lanier's letter, raising questions about the reliability of the rest. Lanier was a recess appointment in 2020, a fact he omits when criticizing Hartsock and Reardon's recent recess appointments. His argument that these appointments lacked vetting contradicts his own pathway to the Board. Under Virginia law, recess appointments are standard practice when the General Assembly is not in session, and appointees serve until the legislature convenes. Governor Glenn Youngkin appointed Hartsock and Reardon in February 2025 to fill unexpired terms, following the non-confirmation of two prior appointees. The temporary appointments followed the same process that brought Lanier onto the Board. Lanier's claims about Hartsock, implying he was unfit to assess the superintendent's performance, landed poorly with those who served under him. Hartsock was Deputy Commandant at VMI from 2021 to 2023 and a Tactical Officer at West Point before that. He is now a congressional district director for VMI's congressional district and is deeply involved in VMI's federal affairs. But beyond the résumé, cadets offered a clearer picture: Hartsock was one of the few administrators they trusted and respected. "He was one of the only adults here who understood the Corps," said a First Class cadet who worked closely with him. "He held cadets accountable across the board—athletes, rankers, everyone. He was hard, but he was fair." Cadets credit Hartsock with restoring inconsistent discipline systems and mentoring leadership in a way that is connected to their daily experiences. His popularity in the barracks contrasts with Lanier's assertion that he lacked credibility or context. Lanier's letter echoes a trend that began after the BOV chose not to renew Maj. Gen. Wins' contract. Since then, anonymous letters and politically charged statements have made rounds in public forums, alleging bias, corruption, or conspiracy, often without evidence. This shift in tone has raised concerns about the role of the VMI Alumni Agencies and the administration in either supporting or failing to disavow such conduct. During the May 1 BOV meeting, board member Lt. Col. James Joustra '76 challenged this silence. "If someone gets out there... issuing a threat or insult that's unbecoming of an alumnus, and would never be okay for a cadet, then we've got to show that our product is what we say it is." At stake is more than a few appointments or statements. The broader issue is whether VMI will allow accusations without proof to become the new standard of discourse. To date, neither the BOV, the superintendent, nor the Alumni Agencies has formally responded to Lanier's call for an investigation or to the counterclaims now surfacing. The facts now appear more transparent with Gen. Peay's rare and direct rebuttal. And so does the question: Will VMI leadership allow misinformation to define its future, or will it uphold the same standards of honor it expects from every cadet?
